Short answer: on the official WhatsApp Business API, your daily limit is the number of unique people you can message outside a customer service window in any rolling 24 hours. New business portfolios start at 250. The next levels are 2,000, 10,000, 100,000 and unlimited. You reach 2,000 by verifying your business, and Meta raises you one level at a time, within 6 hours, once you’ve used at least half your limit in the last 7 days with good-quality messages. The limit is shared by every number in your business portfolio.
This guide is for Indian marketing and CRM teams with 10,000 or more contacts who want to send campaigns on WhatsApp and keep hitting a ceiling. It covers how the limit works, how to raise it quickly, what slows you down, and how to plan a large send while you’re still climbing. All the rules below come from Meta’s messaging limits documentation, checked in October 2026.
The WhatsApp Business API limit, level by level
| Limit (unique people per rolling 24 hours) | How you get there |
|---|---|
| 250 | Where every new business portfolio starts. |
| 2,000 | Verify your business (or have your partner verify it), or deliver high-quality templates to 2,000 unique people in 30 days. Meta then reviews your quality and raises the limit straight away if approved. |
| 10,000 | Automatic: use at least 1,000 (half of 2,000) in the last 7 days with high-quality messages. |
| 100,000 | Automatic: use at least 5,000 in the last 7 days, quality still high. |
| Unlimited | Automatic: use at least 50,000 in the last 7 days, quality still high. |
Three details matter more than the numbers:
- It counts people, not messages. At a 10,000 limit you can reach 10,000 different phone numbers in 24 hours. Sending three messages to the same person counts once.
- Replies inside a customer service window don’t count. When a customer messages you, a 24-hour window opens and your replies in it sit outside the limit. The limit applies to conversations you start with a template.
- It belongs to the business portfolio, not the phone number. Meta sets the limit at the portfolio level and every number in that portfolio shares it. A second number does not double your capacity, and one busy number can use up the allowance for all of them.
How to raise your limit fast
1. Verify your business first
Business verification is the quickest way from 250 to 2,000. You submit your legal name, address and documents in Meta Business Suite (Meta’s verification guide). If a Meta Business Partner onboarded you, they may be able to verify on your behalf. Do this before you plan any campaign. At 250 a day, a 10,000-contact list takes 40 days.
2. Use half your limit, every week
After 2,000, Meta checks two things: your messages are high quality, and you used at least half your current limit in the past 7 days. Meet both and the limit moves up one level within 6 hours. So a team at 2,000 that reaches 1,000 different opted-in customers in a week can be at 10,000 shortly after. Sending nothing for a month earns nothing. Steady, relevant sends to people who expect them is how you climb.
3. Start with your warmest contacts
Quality is judged on how people react: blocks, reports, mutes and archives, weighted towards the last 7 days. Your first sends should go to customers most likely to welcome them: recent buyers, active students, people who enquired this month. Save the cold, two-year-old list for later, or reach it by email first.
4. Keep templates useful
A template that collects negative feedback drops to low quality. Meta then pauses it for 3 hours, then 6 hours, and disables it the third time (template pausing rules). Repeated low-quality templates can eventually affect your phone number too. Segment your list, personalise the message and give people an easy way to opt out. Our campaign QA checklist and suppression list guide cover this in detail.

Planning a large campaign while you climb
Say you have 40,000 opted-in customers and a 10,000 limit. You have three sensible options:
- Split by priority over several days. Send to your best 10,000 customers on day one, the next 10,000 on day two, and so on. Using your limit fully also counts towards your next level.
- Use email for the rest. Email has no such ceiling. Send the WhatsApp version to the segment where it matters most and the email version to everyone else, from the same customer list. In CampaignHQ, a journey can try WhatsApp first and fall back to email automatically.
- Let replies do the work. Every customer who replies opens a 24-hour window. Your answers in that window don’t count against the limit, so a campaign that invites replies (“Reply YES to reserve”) stretches your capacity.
What doesn’t work: adding more phone numbers to the same portfolio (they share the limit), or sending from staff phones or unofficial tools. Unofficial bulk tools risk bans and give you no delivery data. Our guide to sending WhatsApp messages at scale explains the official route.
Daily limit vs other WhatsApp limits
Teams often mix up four different limits:
| Limit | What it controls |
|---|---|
| Messaging limit | How many unique people your business can start conversations with in 24 hours (this article). |
| Throughput | How fast a number can send: up to 80 messages per second by default, upgraded automatically to up to 1,000 once you’re unlimited and reaching 100,000+ people a day (Meta’s throughput docs). |
| Per-user marketing limit | WhatsApp may cap how many marketing messages one person receives from all businesses. Messages held back fail with error 131049. See our 131049 guide. |
| App broadcast lists | In the WhatsApp Business app, broadcast lists are small and only reach people who saved your number. The API doesn’t have this restriction. |
How to check your current limit
In WhatsApp Manager, open Account tools > Messaging limits. Developers can read the whatsapp_business_manager_messaging_limit field on the phone number through the Graph API (the older messaging_limit_tier field is deprecated). When verification raises your limit to 2,000, Meta also sends an email and a webhook.

Common mistakes
- Planning a launch before verification. Verify the business the week you sign up, not the week of the sale.
- One giant blast to an old list. Blocks and reports from people who don’t remember you hurt quality, and quality decides whether you keep climbing.
- Retrying failed messages straight away. If a message fails with 131049, Meta recommends waiting at least 24 hours. Early retries can get that person temporarily blocked for you.
- No opt-in record. You may only message people who opted in. Collect and store consent; see opt-in management for Indian teams.
- Too many sends to the same people. Frequency drives mutes and blocks. See WhatsApp frequency capping.

Frequently asked questions
How many messages can I send per day on the WhatsApp Business API?
It depends on your messaging limit: 250, 2,000, 10,000, 100,000 or unlimited unique people per rolling 24 hours. The limit counts people you start conversations with, not individual messages, and replies inside a customer service window don’t count.
How long does it take to go from 250 to unlimited?
There’s no fixed timeline. Verification can move you to 2,000 as soon as Meta approves it. After that, each level comes within 6 hours of meeting the criteria: high-quality messages and at least half your current limit used in the last 7 days. Teams that send steadily to engaged customers climb fastest.
Does adding another phone number increase my limit?
No. Meta sets the limit for the whole business portfolio, and all its phone numbers share it.
Do utility messages like order updates count towards the limit?
Yes, if you send them as templates outside a customer service window. The limit applies to all business-initiated template messages, whatever their category. Replies within an open 24-hour window don’t count.
What happens if my messages get blocked or reported?
Your quality drops. Low-quality templates are paused for 3 hours, then 6 hours, then disabled, and you won’t move up to the next limit while quality is poor. Repeated low quality can also affect your phone number.
