How to Send Bulk WhatsApp Messages in India (Without Getting Banned)

How to send bulk WhatsApp messages in India with the official API

Short answer: to send bulk WhatsApp messages in India without risking your number, send them through the official WhatsApp Business API (Cloud API), only to people who opted in, using message templates Meta has approved. Tools that blast messages from a normal WhatsApp or WhatsApp Business app account break WhatsApp’s terms and are the most common reason business numbers get blocked.

This guide is for Indian marketing and operations teams who already have a contact list and want to message hundreds or thousands of customers at once: offers, reminders, webinar invites, order updates, renewal nudges. It covers what “bulk WhatsApp” actually means in 2026, what the official route needs, how sending limits work, and how to keep block rates low so your number keeps growing.

What “bulk WhatsApp message” means in 2026

People use “bulk WhatsApp”, “WhatsApp blast” and “WhatsApp broadcast” for the same thing: one message sent to many customers at once. There are three very different ways to do it, and only one of them is safe for a business.

Method How it works Fits a business?
Broadcast list in the WhatsApp Business app Sends from your phone. Only people who saved your number receive it, and list size is capped. Fine for a small shop with a few hundred loyal customers. Doesn’t scale and has no automation or reporting.
Unofficial “bulk sender” tools, extensions and modded apps Automate a normal WhatsApp account to message unsaved numbers. No. This is against WhatsApp’s terms. Numbers get restricted or banned, often mid-campaign, and you lose the chat history with them.
WhatsApp Business API (Cloud API) through a platform Approved templates sent from a verified business number, with opt-outs, delivery reports and automation. Yes. This is the route Meta built for business messaging at scale.

What you need before your first bulk send

  1. A WhatsApp Business API account (WABA) connected to a Meta Business portfolio. A platform like CampaignHQ sets this up with you. If you already use the WhatsApp Business app, coexistence lets you keep the same number and the app while adding API sending.
  2. A display name and business verification. A verified business gets higher sending limits sooner, and customers trust a recognisable sender name.
  3. Opt-in for every contact. WhatsApp requires that people agreed to hear from you on WhatsApp. Record where and when they opted in (Meta’s opt-in rules): a checkbox at checkout, a lead form, a click-to-WhatsApp ad, a reply to “Send me updates on WhatsApp”. See opt-in management for Indian teams.
  4. Approved message templates. Any message you start (outside a customer’s 24-hour reply window) must use a template Meta has approved (Meta’s template guide). Templates are categorised as marketing, utility or authentication, and the category affects cost and delivery. Approval is usually quick if the template is clear; see template approval time in India.
  5. A clean contact list with country codes (+91), duplicates removed, and people who opted out excluded.

How to send bulk WhatsApp messages, step by step

Step 1: Segment before you send

The fastest way to get blocked is to send one offer to everyone. Split your list by what people did: bought in the last 90 days, enquired but didn’t buy, attended a webinar, renewal due this month. A smaller, relevant send gets more replies and fewer blocks than a large generic one.

Step 2: Write the template for the reader, not the brand

  • Lead with the reason you’re messaging them (“Your plan renews on 5 Nov”, “The batch you asked about starts Monday”).
  • Personalise with variables beyond the first name: the product they viewed, their city, their course. See template personalisation.
  • Add one clear button: a quick reply (“Yes, book my slot”) or a link. Buttons get far more action than a link buried in text.
  • Give an easy way out (“Reply STOP to opt out” or an opt-out button). People who can leave easily don’t hit “Block” instead.

Step 3: Upload the list and map variables

Import contacts from a CSV, your CRM or your store, and map each template variable to a contact field. Check a preview for a few real contacts before sending, so nobody gets “Hi {{1}}”.

Step 4: Send in batches and watch the first hour

For a new number or a new kind of message, send to your most engaged segment first. Watch delivery, read and reply rates, and any rise in blocks before sending to the rest.

Step 5: Answer the replies

A bulk WhatsApp campaign is really the start of thousands of conversations. Route replies into a shared team inbox or a chatbot flow so questions are answered within minutes; a reply opens a 24-hour window where you can talk freely without templates.

Step 6: Automate the follow-up

The second message often matters more than the first. Set up a journey: if someone clicked but didn’t book, remind them the next day; if they didn’t read the WhatsApp, try email instead. That is where a platform that runs WhatsApp and email together earns its keep.

Sending limits: how many messages you can send per day

The API doesn’t let a brand-new account message unlimited people on day one. Meta sets a messaging limit: the number of unique customers you can message outside a customer service window in a rolling 24 hours. The limit belongs to your business portfolio and is shared by all its numbers. A new portfolio starts at 250. Verifying your business, or sending 2,000 good-quality messages to unique customers within 30 days, makes you eligible for 2,000 after a quality review. From there the limit steps up automatically to 10,000, 100,000 and unlimited, as long as quality stays high and you use at least half your current limit over 7 days (Meta: messaging limits).

Separately, Meta limits how many marketing messages a single WhatsApp user receives from all businesses, so a template can be “sent” but not delivered to someone who has had too many offers recently. That is one reason to keep marketing sends targeted and to use utility templates for genuine updates. We explain this in WhatsApp frequency capping for Indian brands and why WhatsApp messages aren’t delivered.

Throughput (messages per second) is a different limit and matters for flash sales and large drops. If you are weighing coexistence against an API-only number for peak load, read coexistence vs API-only at 20 MPS.

How to avoid getting your number blocked

  • Never use unofficial bulk senders on your business number. Once a number is banned, recovering it is slow and not guaranteed.
  • Only message people who opted in, and honour opt-outs immediately across every tool you use.
  • Watch your quality rating in WhatsApp Manager. A drop to medium or low is your warning to slow down and change what you send.
  • Cap frequency per person. Two or three relevant marketing messages a week beat a daily blast.
  • Use the right category. Order, booking and account updates are utility; offers are marketing. Mislabelled templates get re-categorised or rejected.
  • Make every send expected: reference something the person did or asked for.

What bulk WhatsApp costs

Bulk WhatsApp through the API has two parts: Meta’s per-message charges, which depend on the template category and the recipient’s country, and your platform’s subscription. Meta charges only for messages that are delivered, at a rate set by the template category. Service replies to customers are free for the first 1,000 a month per number and charged after that, and since 1 October 2026 utility templates sent inside an open customer service window are charged too (Meta: pricing). Choosing a bulk WhatsApp service provider in India

Most providers can push a template to a list. The differences show up after the send. When you compare providers, check:

  1. Official API access, with help on WABA setup, verification and template approval.
  2. Coexistence if your team already runs on the WhatsApp Business app and doesn’t want a new number.
  3. Segmentation and personalisation from your real customer data, not just CSV uploads.
  4. A shared inbox and chatbots so replies get handled at campaign volume.
  5. Automation across channels: can a non-reader get an email, can a clicker get a reminder?
  6. Reporting down to delivered, read, clicked and replied, per segment.

CampaignHQ runs broadcasts, chatbots, multi-step journeys and a shared team inbox on the official WhatsApp Cloud API, alongside email and SMS in the same platform. Frequently asked questions

Can I send bulk WhatsApp messages for free?

From the WhatsApp Business app, broadcast lists are free but small and only reach people who saved your number. Through the API, Meta charges for template messages you start. Replies to customers are free for the first 1,000 service messages a month per number. “Free bulk sender” tools that automate a normal account risk getting the number banned.

Is sending bulk WhatsApp messages legal in India?

Yes, when people have opted in and you send through the official API following the WhatsApp Business Messaging Policy. Keep a record of consent and honour opt-outs. India’s DPDP Act also expects clear consent for using personal data in marketing.

How many bulk WhatsApp messages can I send per day?

It depends on your business portfolio’s messaging limit: 250 unique customers a day for a new portfolio, 2,000 after business verification and a quality review, then 10,000, 100,000 and unlimited as you keep quality high and use your limit.

Can I message numbers that haven’t saved my contact?

With the API, yes: customers don’t need to save your number, as long as they opted in to receive WhatsApp messages from you.

Can I keep using the WhatsApp Business app on my number?

Yes, with coexistence you keep the app on your phone and add API features like broadcasts, chatbots and a team inbox on the same number.
